The feds have stepped in on two ongoing coastal disputes in Southern California in the last few days:

 Thursday a.m., September 21, 2006: Lonely lifeguard tower sits empty in the off season. The turn of the calendar page certainly hasn't kept the surfers away though. This was at Del Mar, somewhere around 15th Street.
