Leash Laws For Surfers?

Interesting discussion of a proposed ordinance in New Jersey that would mandate the use of leashes by surfers.

Leash laws for dogs pop up from time-to-time and are always contentious, but a new article discusses the possibility of a leash law for surfers. The proposal looks at the proposal both from the enforcement standpoint, including as a possible drain on resources, and the impact of civil liability, potentially opening up surfers to civil lawsuits if a runaway surfboard causes injury.

One interesting quote: “[The sponsor] believes such regulations are being considered in beach towns in Florida and California.” Nothing’s crossed our desk here. Can anyone bring up anything like this in the comments?
