Coastal Commission Effectiveness

San Diego Union-Tribune is reporting on the impact of declining and static funding of the California Coastal Commission.

Interesting quote:

“We haven’t had an officer north of San Francisco since 2001,” said Lisa Haage, the agency’s chief of enforcement. “It’s a full day drive and then we can’t pay for a hotel.”

Coastal Access Can Be Development

Good discussion in an article by Hans Laetz in the Malibu Surfside News on the competing laws and interests regarding use of private property in the coastal zone. The issue is a Carbon Beach homeowner’s attempted creation of a new coastal access path on private property in Malibu. There is reportedly no public dedication involved – this is simply a use (with motives in dispute) to allow more access to this particular stretch of beach. That said, the city also notes that it may be development, in the legal sense, and require a coastal development permit.
