Pay To Play?

The San Diego community of La Jolla is considering new plans for pay parking in beach areas. Any plan eventually approved by the local community would still be subject to approval by the San Diego City Council and the California Coastal Commission.

Session cut short: <p>Surfer   leaving the water after he and his friends were ordered by lifeguards to   leave their spot on the south-side of the Crystal Pier in Pacific Beach (San   Diego). While the north side is open for surfing all day, the south side has   limited hours to reduce hazards to the swimmers and other non-surfers.</p>
