End Tow-Ins At Mavericks?

Los Angeles Times article discusses a new proposal to ban personal watercraft in the Monterey Bay National Marine Sanctuary.  Interesting to see that according to the article, Surfrider Foundation has sided against big wave surfers using tow-ins at breaks such as Mavericks in favor of the environmental arguments of ban supporters.
